You cannot try lots of things to see what happens. The rules are not clear. Opinions differ on societal issues. Gaining agreement on a solution is difficult.<\/p>\n<p>\u2018<strong>Safety<\/strong>\u2019 and \u2018<strong>security<\/strong>\u2019 have different meanings around the world and both are \u2018contested concepts\u2019.<\/p>\n<p><strong>Safety<\/strong> is related to things of value being harmed by flaws or mistakes.\u00a0 It can be about protection from accidental harm, such as lightning.\u00a0 It is protection from undesirable outcomes caused <span style=\"text-decoration: underline;\">unintentionally<\/span>.<\/p>\n<p><strong>Security<\/strong> \u2013 relates to things of value being harmed <span style=\"text-decoration: underline;\">intentionally<\/span> by people.
